What's Easiest Hardware to Install License Plate Bracket

What is the best way to mount a replacement bracket what adjusting bolt, etc. are recommended since the original plastic bracket was riveted to the trailer frame. In other words, what is the easiest way to attach a new bracket to the same spot? Thanks.

When installing a license plate bracket like the part # LP15SB the easiest way is with a nut, bolt, and a washer since they are easy to source, install, and do not require special tools like a rivet gun.
