The blue wire from your Mopar 7-way harness would connect to the blue brake output wire from the pigtail that's included with the Tekonsha P3 # 90195 brake controller.
The easiest way to install the controller would be to use a # 5506 brake controller install kit. The brake controller pigtail has a red, white, blue and a black wire. The blue pigtail wire connects to the blue wire on your Mopar harness. The black and white wires would be extended using the wire in the kit to attach to the battery. Black to positive, white to negative. The positive leg would be ran through the 20- or 30-amp breaker included with the # 5506 kit. Use the 20 amp for up to 4 brake assemblies or the 30 for more than 4 brake assemblies. The red pigtail wire connects to the cold size of the brake stop lamp switch located at the top of the brake pedal. The stop lamp switch will have several wires exiting it, with the ignition on, use a circuit tester like # PTW2993 to find the wire that only shows power with the brake pedal pressed. Once located, tap the red brake controller pigtail wire into that circuit. As an alternate, you could use the Roadmaster Stop Light Switch Kit, part # RM-751000 to provide that signal.
I've linked you to a brake controller install help article, as well as to a video showing how the Tekonsha P3 brake controller works.
