Brake Controller for 2017 Chevy Silverado 3500 to Use with Electric Over Hydraulic Actuator
Question:
I have a 2017 Chevy 3500. Hooked to a 33ft pj flat trailer with electric over hydraulic brakes. They did not work, so I installed a hba-cam. And now they work but very delayed. Would I need a aftermarket brake controller to fix this?

Yes an aftermarket brake controller like the Prodigy P3 part # 90195 would be exactly what you'd need to operate your electric over hydraulic brakes properly. You didn't mention the brand of the actuator on your trailer but the # HBA-CAM should only be used with Hydrastar actuators so that may be some of the issue though.
To install the P3 you'd need the install harness part # 3016.
