will this part work for my 2004 toyota avalon? do you have to splice, etc.?

The Hopkins trailer wiring harness # 46255 does fit the 2004 Toyota Avalon. This harness and the others that fit your vehicle, see link, all require splicing into the vehicle wiring for installation. I have included links to instructions and a link to a video showing another harness that fits your vehicle, # C59496.
