In regards to the Roadmaster BrakeMaster Braking System part # RM-9100, one ends attaches to the brake pedal and the other attaches to the seat mounting points using a bracket. The 1999 Jeep Wrangler should use the RoadMaster BrakeMaster Custom Seat Adapter part # RM-88154 for attaching to the seat mounting points.
The pressure reducer won't be required so you'd want to choose between the part # RM-9100 or part # RM-9160 which comes with a breakaway. These models are both designed for motorhomes with air brakes.
