Recommended E-Bike Rack for a 2013 VW Jetta

I do have an option for you but there are only class I trailer hitch options available for a 2013 Volkswagen Jetta. I recommend the Curt Trailer Hitch Receiver part # C11474. The class I trailer hitch will limit what bike racks can be used. There is also the issue of the bike being electric and having fenders so you really don't have many bike rack options. The best one will be the Thule EasyFold XT Bike Rack part # TH903202 which is not cheap but the best option we can offer.
