It sounds as if you're needing a Combination Pintle Hitch for a 2-1/2 inch receiver, is that correct?
You can use the # 337RM62516 you'd looked at along with a reducer sleeve like part # BWRHXA2182, which would certainly be your most cost-effective option.
If you'd prefer an option that's dedicated for a 2-1/2 inch receiver, I'd recommend the height adjustable # C45908 from Curt.
