The Curt MV Weight Distribution System w/ Friction Sway Control part # C17063 is designed for 1,000 lbs - 1,400 lbs of tongue weight.
Your 2012 Keystone Cougar High Country 321RES has a hitch weight of 865 lbs. when unloaded after getting all of your goodies in the camper your tongue weight will increase and put you right in the sweet spot of the system.
You may also consider using the Curt TruTrack Weight Distribution System w/ Sway Control part # C17501 this is an easier to use system that offers better sway control which is important in a bigger camper like yours.
Both systems come with the ball so there will be no need to purchase that separately. They are both designed to work with standard 2" trailer hitches. If you do not already have a hitch on your towing vehicle let me know what year, make and model you have and I can give you a recommendation for one that will work for you.
