For a Crusader Shuttle Bus, there is not a custom-fitted hitch, so a universal hitch will be the way to go.
A good weld-on hitch is the Class V Curt, part # 15901. This has a 15,000-lb gross towing weight capacity and a 1500-lb gross tongue weight. It can fit frames between 18" and 43.88".
Your shuttle bus does seem to have a large bumper, so you may want to look into a hitch with a longer receiver. Another Curt option is the RV hitch, part # 13703. This can be a bolt-on or weld-on hitch, and it fits frames between 22" and 72". I've linked to a video review of this hitch for you to look at.
