What Does a Trailer Breakaway Kit Do

Does the brake away cable length need to activate if hitch breaks or the safety chains fail and trailer is completely loose from tow vehicle?

Yes, what you described is the correct purpose of a trailer breakaway braking system. If for some reason the hitch and the safety chains were to fail and the trailer was to be completely unattached from the tow vehicle the breakaway kit would activate the trailer brakes so that it would stop as soon as possible.
You would want to ensure that the length of the cable is enough so that under normal situations the pin would not get pulled while the trailer is still safely connected to the trailer.
