Is There a Bike Rack Frame Cradle that Fits 1 inch Diameter Arms

I have an off-brand bike rack the needs new 1inch cradles and straps. What is the inside diameter of this and are straps available?

The Thule Stay-Put cradle, # 853-7887, will fit on 1-inch diameter arms, as will the T3, # 853-5829. Then for straps you could use the part # 852-3006-001 with either.
