The Trailer Valet 5X Swivel Jack and Trailer Mover - Topwind - 15" Lift - 5,000 lbs GTW # STC-V211 has pneumatic tires that should be inflated to 75 psi or more prior to use. I've linked a portion of the instructions that show this to help.
