What Should Max Output Voltage of Brake Controller be When Tested with Voltmeter

Hello, I have a 2006 Ram 2500 4X4 CTD with factory wiring and trailer tow package. I recently moved a Primus IQ controller from my wife’s Jeep to my truck. I purchased a plug and play wiring harness. The brake controller is of unknown origin as it was in the Jeep when we bought it. Even at full power, the brakes barely grab. The 20+ year old Tekonsha controller I took out would lock them up and I was hoping to get a technology upgrade with this unit. Is it possible to test the output voltage to determine if this unit is faulty? I’d like to know before I buy a new one. Thank you!

The max voltage output of a brake controller like the Primus # TK90160 should be 12 volts. If the controller is 20 years old I could see it being in need of being replaced as that's a pretty long life for a controller. The iCommand part # 5535 is a really great replacement as it's also proportional but has a more advanced inertia sensor.
