Does Dutton-Lainson DL14825 Hand Winch Have a Neutral Play Out

It does indeed. If you flip the pawl vertically toward the line spool, you can easily play out the line but be sure to avoid the handle because it will spin when the line is playing out. The winch can be used with a strap like # DL24249 or with 5/16 inch cable like # DL24102.
