If your 2016 Subaru Outback has the factory installed raised side rails I recommend using the Rhino-Rack Vortex StealthBar Roof Rack - Raised, Factory Side Rails - Aluminum - Silver # JA7956 since this rack system comes with locks to secure the bars to your vehicle, and will safely allow you to carry up to 165-lbs.

If you've got flush mounted rails on your Outback you'll want to use the Thule Roof Rack System using parts # TH711200, # TH460R and # THKIT4063

It sounds like you also may need a carrier for 2 kayaks, so I recommend using the Thule Compass Kayak and SUP Carrier w/ Tie-Downs - J-Style, Post Style, or Saddle - 2 Kayaks or SUPs # TH890000, which is designed specifically to carry 2 boats. This carrier will fit on the RhinoRack Vortex Stealth bars or the Thule system mentioned above and also comes with tie down straps for your boats.

Since the Compass does not come with locks to secure the carrier to the bars I do recommend adding the Thule One-Key System Lock Cylinders - Qty 2 # TH450200, which will allow you to lock the Compass to prevent theft.
