Yes, the Rhino-Rack Roof Mounted Steel Cargo Basket # RMCB will fit the OEM roof rack on your 2017 Subaru Outback Wagon. You will need to put the mounting hardware at the furthest locations since your roof rack bars are 30" apart on center and that's the max crossbar spread the cargo basket fits.
