Is Brake Controller Bad When Testing if it Shows With Blue Wire Cut
Question:
I followed the directions to test the controller. It is an old, 15 years Tekonsha Voyager. I cut the blue wire to test the power and it was hot, showing 12v without actuating the slide or using the brake pedal. I thought it would be cold/off until I pressed the brake or actuated the slider. I also only show 4.5v at the junction box on the trailer. I used an aux power box to test the trailer wires and got 12.5v at the brake so I don't think I have a short.. When disconnected from the truck I have 12.5v at the connector on the truck.

You definitely tested the unit correctly, and when you cut the blue wire, it should only have power when you apply the manual override; since it showed power at idle then there is an issue with the controller and it will need to be replaced.
If you were happy with the Voyager you can replace it with another, the Tekonsha Voyager Trailer Brake Controller # 39510, or if you are ready to upgrade, go with the Tekonsha Prodigy P3 Trailer Brake Controller # 90195.
