Can Weight Distribution System be Left Engaged While Backing Up

Do you have a system that would allow me to back up trailer while turning and not have to unhook any part of hitch?

We do! My personal favorite weight distribution (WD) system is the Reese Strait-Line for which part # RP66082 with the 200 lbs - 600 lbs tongue weight range is the same as the WD system you were looking at.
The Strait-Line uses dual cams for the sway control which gives you the best performance on the market and allows you to back up. If you have to do some pretty tight turning while backing up then you'll want to basically uninstall the arms and cams prior to doing so but this is good practice for any WD system. For easier/wider turning situations you'll be just fine to leave everything engaged.
Please note that you need a hitch ball like the 2" # A-90 or 2-5/16" # A-6 to complete your towing setup. If the loaded tongue weight of your trailer plus the weight of cargo behind the rear axle of your tow vehicle is above or below the tongue weight range mentioned above please let me know and I can help you find a system that is better rated for your towing rig.
