We have great options for bike racks that will work with your 2019 Jeep Wrangler with a trailer hitch, though you do want to make sure you measure the distance from the hitch pin hole to the edge of your spare tire (like in the help article I linked for you) to ensure you get rack with a long enough shank to clear the tire.

I recommend a hanging bike rack because they offer by far the most clearance from the hitch compared to a platform rack, and an option I really like is the Thule Camber 2 Bike Rack # TH9058.

This rack measures 11" from the center of the hitch pin hole to the closest part of the rack, so you will need to have that much space for it to work. The Roadway is a great value because it has strong anti-sway cradles and built-in anti-rattle pin, but you can lock it to your hitch with the Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2.

If you need more space, the rack with the most measures 14-1/2" from the center of the hitch pin hole to the closest part of the rack, which is the Swagman Titan 2 Bike Rack # S63400.

Additionally, please note that when using any hanging rack you'll need Bike Frame Adapter Bar # 64005 if your bike is dual-suspension, has a step-through frame or you want to carry a small children's bike. The bar will give those bikes a horizontal mounting point so they can be carried by the rack. I've added links to video reviews for you to check out as well.
