The Timbren kit you are seeking with everything all together with the lift spindle doesn't currently exist. I can help you get all the parts you need however for the equivalent to what that kit would include. Here is what you need:
-Timbren Heavy-Duty Axle-Less Trailer Suspension - 4" Lift Spindle - Off-Road Tires - 3,500 lbs # ASR35HDS02
-Electric Trailer Brake Kit - Self-Adjusting - 12" - Left and Right Hand Assemblies - 5.2K to 7K # AKEBRK-7-SA
-Dexter Trailer Hub and Drum Assembly - 5,200-lb and 6,000-lb E-Z Lube Axles - 12" - 6 on 5-1/2 # 8-201-9UC3-EZ
Note the spindles are larger for this off-road lift assembly so the 6 on 5-1/2 inch bolt pattern is all that is available which also has the larger brake assemblies. It is still the 3,500 lb capacity and these parts will work well to give you the brakes you desire with compatible components.
If you instead will use regular tires with 4 inch lift, then you can have the 5 on 4-1/2 inch bolt pattern with electric brakes. I recommend the following:
-Timbren Axle-Less Trailer Suspension System - 4" Lift Spindle - Regular Tires - 3,500 lbs # ASR3500S06
-etrailer Trailer Hub and Drum Assembly for 3,500-lb E-Z Lube Axles - 10" Diameter - 5 on 4-1/2 # AKHD-545-35-EZ-K
-Electric Trailer Brake Kit - Self-Adjusting - 10" - Left and Right Hand Assemblies - 3,500 lbs # AKEBRK-35-SA
