Can you tell me if stabilizing straps must be installed for a bike rack mounted on a Draw-Tite 36509 trailer hitch. The hitch will be mounted on a 2012 mitsubishi RVR?

The use of stabilizing straps is a warranty requirement for Curt Class I, II and some Class III receiver hitches. Draw-Tite and Hidden Hitch have no such requirement.
You will want to ensure that the weight of the bikes and the rack used does not exceed the 300 lb tongue weight capacity of he hitch or the tongue weight capacity of the vehicle as stated in the owners manual, whichever is lower.
