Where Does a Curt Trailer Hitch Install on a 1999 Pontiac Grand Am

does this hitch get mounted on the bumper or on the frameof the car?

The short answer is both. There are attachment points on the bottom of the frame and on the bumper mounts. I have included a link to the installation instructions for you to view.
If you plan on doing some towing, the hitch comes with the correct ball mount, pin, and clip. For a 1-7/8 inch ball, you can use # 19256. For a 2 inch ball use # 19258. For trailer wiring use # 119178KIT. I have linked the wiring instructions as well.
