Yes, a 2017 Jeep Trailhawk with the Active Drive II can be flat towed. I believe you were talking about a Cherokee (as there are different models that have the Trailhawk package), but even if you aren't when we have looked into it, any Jeep with the Active Drive II is okay to flat tow.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components then I recommend the following:
Base Plate Kit - # DM9519340
Tow Bar - # DM9511012 (comes with safety cables)
Vehicle Tow Bar Wiring - # DM9523057 (combo kit with locks and a storage cover)
Brake System - # SM99251 (motorhome hydraulic brakes) OR # SM99243 (motorhome air brakes)
From what we experienced when we installed most of this same setup on a 2019 Cherokee you shouldn't need a high-low adapter.
