Because the nature of the hardware supplied with the hitch can change over time, we don't publish the torque values for the hitch installation hardware, however the torque values for the hardware used when installing the Curt # C13307 are mentioned in step # 5 of the installation instructions which I have linked for you.

If you'll be towing with the hitch, you'll also want to look into getting a wiring harness, ball mount and the properly sized trailer ball. For a wiring harness, use # 118750 wiring harness, # D-28 ball mount, # PC3 for a hitch pin and # 19260 for a 1-7/8 inch ball or # 63845 for a 2 inch.
