According to the online owner's manual the fuse for the electric trailer brake control is location 108 in the power distribution box for your 2003 Ford F-150, but I do recommend checking your copy of the owner's manual to verify this.
If you are looking into the parts that you'll need for a brake controller then you've come to the right place. For a brake controller I recommend the Prodigy P2 # 90885 because it is a very reliable brake controller that is also easy to use. You'll need the Adapter # 3035-P to connect this to the plug under your driver's side dash and you may need additional parts depending on what kind of wiring came on your truck:
Factory 7-Way - No other parts
Factory 4-Way - Part # 118242
No Factory Trailer Connector - T-One Custom Wiring # 118344 and Universal Kit # ETBC7
If you have to use the T-One and Universal Wiring kits then you'll actually just run that additional wiring to the OEM wiring located just behind the rear driver's side tire. Attached is a helpful article that goes into more details on this.
