The highest rated front mount trailer hitch for a 2019 Ford F-150 is the Curt Front Mount Trailer Hitch Receiver part # C31083 which is rated for 9,000 lb line pull. If you don't already have a winch mount, the Curt Trailer Hitch Electric Winch Mount Plate part # C31010 will work well for this.
Please note, you can still use a 12,000 lb winch on the above vehicle but you would be limited to 9,000 lbs of line pull strength which would still be plenty for vehicle recovery.
