What Trimming is Required to Install Curt Hitch C13119 On 2016 Honda CR-V
Question:
why is there no filler box to go into cut out . It seems that hole will allow to much water , snow and possible sand to gather inside of panel.

The Curt Trailer Hitch Receiver part # C13119 which is a fit for a 2016 Honda CR-V does require that you modify the a lower splash shield. I have attached a photo of what is required for you as well. That said, this will be unavoidable as all trailer hitches for this vehicle require this since the shield covers the mounting holes for the trailer hitch.
In regards to a cover, this won't be needed as the potential for dirt to get underneath the panel is low nor would it cause any harm if done so. If you want to put some additional barrier around the trailer hitch where the cutout is to help stop this you are welcome to do so but this is not an issue we heard of customers having problems with.
