The absolute best roof rack setup for transporting the TopWater Rooftop Fishing Rod Carrier # Y04088 and the LoadWarrior Cargo Basket # Y07070-74 on your 2017 Ford Expedition EL comes from Yakima. You can use their 60" JetStream Crossbars # Y00426, with the TimberLine Towers # Y33TR.
The TopWater is 18" wide while the LoadWarrior is 39" wide so this gives you 3" to spare.
