Turn Signals Dont Work When Headlights are On
Question:
If my trailer lights are mounted on an aluminum bracket which in turn is welded to a steel frame of the trailer, cause a week ground so that the turn signals wont blink when the vehicle lights are turned on.

You have it absolutely right; if your turn signals are not working when you turn on your headlights, the issue is a weak ground. It is possible you may want to consider switching to lights with a separate ground as opposed to your current lights which sounds like ground through the mounting hardware. This way you can ground them to the steel trailer frame as opposed to the aluminum mounting hardware.
