The easiest way to lower a trailer with axles under the leaf springs is to flip the axle over the leaf springs via a over under kit, the Dexter Trailer Springs Over-Under Conversion Kit part # K71-384-00 for 2-3/8" diameter axles or part # K71-385-00 for 3" diameter axles. The amount of height decease will be equal to the diameter of the axle and height of leaf spring stack. In regards to tire clearance, this will decrease as well but only by about the amount of leaf spring stack. I would estimate a drop of 1-2" but so long as you have at least 3" from the top of the tire to the bottom of the fender once flipped you will be fine.
