Best Electric Over Hydraulic Actuator Setup to Convert Surge Brake Trailer to EOH

Question:

I have a 2007 venture boat trailer with surge brakes I would like to convert to electric over hydraulic. The trailer is a tri-axle with disc brakes on each axle and is rated for 12,500 lbs. I am looking for a compatible marine upgrade kit. The boat and trailer are used primarily in salt water. I would also need a suitable brake controller for a 2002 Ford excursion.
