Are There Roof Racks Bars That Are Designed to Be Mounted To A Trailer Floor

Can the cross bars be drilled to put in a floor ?

I do have an option for you but the MaxxTow Van Ladder Rack MT70440-2 is not designed to be drilled into. The brackets are not flat on the bottom to be mounted to a floor and it could affect the structural integrity of the bars if you drill a hole into them.
I recommend to use the Swagman Roamer LT Roof Rack for Pop-Up Campers and Camper Shells - Steel - 7' Long - 150 lbs part # S80510 to mount to the floor. These are designed to be mounted and drilled into the top of the camper shells so the feet are flat for that installation. I have attached a video for your reference.
