Yes, the Universal Installation Kit for Trailer Brake Controller part # ETBC7 will work on a 1996 Ford F-150 without factory brake controller. The ETBC7 kit is designed to hard wire a 7-Way plug on trucks that do not have factory towing packages. The kit comes with all of the necessary components to install the 7-way and brake controller. I have attached a diagram of the installation and a video for your reference.
If your truck does not have a 4-way connector you will also need part # 118316 to wire the ETBC7.
I recommend to use the # ETBC7 kit, with Tekonsha Plug-In Wiring Adapter for Electric Brake Controllers part # 3035-P with the Tekonsha Primus IQ Trailer Brake Controller part # TK90160. The plug and play wiring adapter will plug into a harness under the truck's dash for an easy installation. The Tekonsha Primus IQ Trailer Brake Controller can be mounted within a 90 degree angle to make it easier to find a spot to mount it. It also features a power boost setting which allows you to set it to start braking at a higher intensity immediately when you are towing heavier loads.
I have attached a very helpful article regarding how to install a brake controller on a Ford truck that I recommend you take a look at.
