The Thule Gateway 2 Bike Carrier, part # TH88VR, is listed as a fit on a 1998 Honda Civic Coupe or Sedan. It is designed to work with most factory spoilers. It is not listed as a fit for aftermarket spoilers.
When installing the # TH88VR bike carrier on a vehicle with a spoiler, the straps on the bike rack should not be against the spoiler, otherwise the spoiler could be damaged when the straps are tightened down. If the straps can pass between the spoiler and the vehicle, it should work fine. I am including a link to the installation instructions on the Thule bike carrier.
If you are going to be carrying women's or children's bikes that do not have the horizontal bar at the top of the frame, you will want to use the Thule Bike Adapter Bar, part # TH982XT. It attaches to the center seat post and to the handlebar post and provides a horizontal bar, so the bike can ride level on the bike rack. I am including a link to a video review of the Thule Adapter.
