are the bolts that are included self tapping or threading

The bolts included with hitch # 87415 thread into existing weld nuts in the vehicle frame. Be sure to clean these weld nuts out before installing the provided bolts so road debris does not cause a problem installing the bolts. WD-40 and a round brush, such as a battery terminal cleaner like # DW00254 work great for this. If you have further questions let me know.
