Trailer Hitch and Class II Drawbar for a 1995 Mercury Cougar Come with Hardware  

The hitch you are looking at for your 1995 Mercury Cougar, the Class II Frame Trailer Hitch Receiver Hitch, item # 36179, includes all necessary installation hardware as shown in the instructions (see link). The Class II Drawbar 3-1/8 inch Rise Kit, item # 36061, does come with the pin and clip.
