Will Brake Controller Custom Adapter 3034-P Fit a 2013 Ford E-450 Cutaway
Question:
Is the E-450 Brake controller set-up the same as for the E-350?

Yes, if your 2013 Ford E-450 is equipped with a factory brake controller plug, then the # 3034-P brake controller adapter is compatible with it. The adapter allows you to install a Draw-Tite, Pro-Series or Tekonsha brake controller like the extremely popular and reliable P3 # 90195.
When it comes to Ford Vans, unfortunately there is no "standard" configuration, so the electrical towing components may or may not be present from the factory. Some vans are equipped with a factory 7-way plug at the back but no brake controller plug in the cab. Some are equipped with both, and some with neither. Therefore, I recommend checking for it - the most common location is right behind the plastic spare change tray, as pictured below. You should be able to pop that tray right out to find the plug.
If your E-450 is not equipped with a factory brake controller plug, you'll need to hardwire the brake controller using # 5506, provided you have a factory 7-way.
I've attached a helpful article for you at the bottom of the page as well.
