I am looking for a little more height on me trailer. Can I relocate the springs below the hanger by rotating the shackles down?

There's a really great way for you to gain a little more height on your trailer, but not exactly in the manner you are asking about. Instead, I highly recommend an over/under conversion kit, which moves your trailer's leaf springs to the top of your axle and lifts your trailer approximately the same amount as your axle diameter plus the height of the leaf spring pack. I have added a photo a customer sent in which displays how the kit will look after being installed.
If you have a 2-3/8" round axle you would need Dexter Trailer Springs Over-Under Conversion Kit # K71-384-00 or if you have a 3" round axle you would need Dexter Trailer Springs Over-Under Conversion Kit # K71-385-00.
An axle which is 2-3/8" is commonly found on 3,500 lb axles while a 3" axle is commonly found on axles with ratings of 6,000 lbs to 7,200 lbs, which should help you determine which kit you need.
I have added links to video reviews of both kits for you to take a look at.
