Should 12 Volt Power Always Be Present at Plug With Tekonsha Voyager Brake Controller
Question:
Tekonsha brake control. Should I have 12v reading at the trailer plug all the time?

When using the Tekonsha Voyager Trailer Brake Controller # 39510 you should not always have 12 volts at the brake output pin but should at the 12 volt pin (see accompanying diagram for pin locations). It sounds like you may have a short which is causing this, corrosion in the trailer connectors which can cause the terminals to bridge, or you have the brake controller wired incorrectly, specifically not to the cold side of the stop light switch, which will only have power when the brake pedal is pressed.
I have added a link to a help article on brake controller troubleshooting which I highly recommend reading.
