where would i find the pig tail on my 2000 dodge ram 2500 to plug in the electric brake controller?

The brake controller port on your 2000 Dodge Ram is under the dash, just to the right of the emergency brake, as you can see by the accompanying photo.
This will allow you to plug in the Tekonsha Plug-In Wiring Adapter # 3020-P so you can use the Tekonsha Voyager Trailer Brake Controller # 39510 on your 2000 Dodge Ram.
