Expert Reply:
The three available hitches for your 2007 Highlander, the Draw-Tite # 75153 or the Curt # 13530 are rated as Class III.
Both hitches are similar in design and all would install in a similar manner. The Curt # 13530 is rated for weight distribution, with a 4000 lb GTW and a 400 lb TW rating, while the Draw-Tite model is not rated for weight distribution..
Either of these hitches would work great for towing that lightweight trailer and sailboat, you can choose the less expensive Curt hitch and not sacrifice anything.
You might also need the following to complete your towing system:
Trailer Wiring Harness with 4-Pole Connector # 118413
Ball Mount # 2923
1-7/8 Inch Trailer Ball # 19260
2 Inch Trailer Ball # 19247
Locking Hitch Pin # 40107
