Shaft broke off screw do they sell this part?

We do sell replacement jack parts including the main screw like the one shown in your photo. Examples of these replacement jack screws are # TJD-12000-RODNUT, # BD500250 and # BD500217 which are shown on the linked page.
Unless you can positively identify the model of Fulton jack you have I strongly recommend replacing the whole jack instead of trying to rebuild the old one. You may even save money by getting a new jack; you'll also get a new warranty and have the confidence of knowing your jack will be in good working order for a long time.
Please refer to the other linked page which shows bolt-on side-mount caster wheel jacks like the Fulton # FTJ12000101 that you referenced and the etrailer marine jack # MJ-1200B.
