To install the Tekonsha PowerTrac Electronic Brake Controller # 39523 in your 1999 Chevy Silverado will depend on if you have the factory 7-way or not. If you do have that, the only thing you need is the Tekonsha Plug-In Wiring Adapter for Electric Brake Controllers - GM # 3025-P.
If your '99 Silverado does not have the factory 7-way you would still need the adapter, but would first need to start with a 4-flat if you don't have one, the Vehicle Wiring Harness # C59236.
Once you have a 4-flat you need the Pollak 7-Pole, RV-Style Trailer Connector Socket w/ Wiring Harness and Mounting Bracket # PK11898 so long as you have the bundle of wires above the spare tire like in the accompanying photo.
The only exception would be if your Silverado has a round plug with a cap instead of a bundle of wires above the spare tire; if that was the case you will need the Replacement Custom Multi-Tow 7-Way and 4-Way Trailer Connectors # 30955 instead of the Pollak connector.
I have also added a link to a help article which details installation of a brake controller in your generation of Silverado which I strongly recommend reading.
