How do I remove the old cradle get it past the rivet?

If you have the version of the Surco 2 Bike Carrier for Vans and RVs # SP501BR that has rivets on the bottom of the arms of the rack they will need to be drilled out to remove as that's only way to remove rivets.

My contact at Surco said that the rubber cushions in the Replacement Cradles #SPN449 do not come separately. You will need to get new cradles so that you have the rubber part to protect your bike(s).

The Replacement Cradles and Straps for Surco 2-Bike Carrier #SPN449 that you referenced is a frame cradle and strap sold in pairs. So if you ordered a quantity of one you'd get two cradles and two straps.
