Although we do not have a cargo carrier 48" long x 22" wide, this will be the next closest size we have and it is very similar to what you are looking for. The Reese Cargo Carrier is class I rated so it will work with any trailer hitch on your Focus. I have attached a few accessories for you below as well.

The largest carrier we have for a 1-1/4" hitch is the Reese # 63155 whis is 20 X 47. If this is still too small for your scooter then you would have no other option but to find other means of transporting the scooter.
