The etrailer Trailer Hitch Receiver - Custom Fit - Class III - 2" # e88KR is 12-1/4 inches from the ground to the inside top of the receiver. Trailer couplers can vary in height from the ground to the coupler based on many different factors like wheel size, so I don't know what rise you need for your trailer unless that 12 inches you gave is the measurement of the trailer coupler height.
If that is the case, use Curt Solid 2-Ball Mount for 2" Hitches - 2" and 2-5/16" Balls - 10K - Black # C45660. I've attached an article to help with the measurement to determine rise or drop needed for level towing.
If you were referring to the hitch height and not the trailer coupler, then I recommend getting an adjustable ball mount like # C45900 to give you the adjustability you need for many different trailers to be able to tow level. With either option you may want to consider a locking hitch pin like # e98880 to secure your ball mount. Based on my research the Karavan Jet Ski Trailers can vary at hitch height between 18-20 inches on the new models.
