Is Wheel Assembly for Yakima HoldUp Bike Rack Compatible with 27.5" Diameter x 2.8" Wide Tires

The Replacement Rear Wheel Assembly # 8890281 can accommodate 20" - 29" wheel diameters and up to 2-1/2" in width. So the diameter works but your tire width is slightly too much. This is a replacement wheel assembly for the Yakima HoldUp Bike Racks # Y02445 and # Y02443. If you are in the market for a bike rack I can make a few recommendations for you.
If you like the Yakima design and want to stick with that brand then the Yakima HoldUp EVO is the best choice for you as it accommodates 20" - 29" wheel diameters and tires up to 5" wide. This comes in a version for a 1-1/4" hitch receiver # Y02480 as well as a version for a 2" receiver # Y02479. Aside from the tire width comparability the biggest differences between the HoldUp and the HoldUp EVO is that the HoldUp has a 60 lb per bike weight rating while the EVO is reduced to 50 lbs, and the tilting/folding feature is easier to activate with the EVO (you rotate the lever instead of pulling a pin).
For a similarly priced option that does fit with both the tire specs you referenced I recommend the RockyMounts MonoRail which comes in both a 1-1/4" # RKY10003 and 2" # RKY10004 trailer hitch receiver options. This has the 60 lbs bike weight capacity, 20" - 29" wheel diameter, and 5" tire width specs that combines both the HoldUp and the EVO specs that you are looking for. The tilting/folding feature is activated bu a lever that sits towards the rearmost wheel tray and it also comes with bike and rack locks like both of the Yakima bike racks.
