There should not be any voltage going from the brake controller to the brake output circuit on the 7-way without the brake pedal depressed or the manual override engaged. If there is then you will need to test for voltage going from the brake pedal to the brake controller (red wire) is there is voltage here then you have a wire short. If all is good on the red wire then do the same for the blue wire but sever the connection to the 7-way first.
If all is good here then you have a short on the blue wire and will either need to trace this or run a new wire with part # 10-1-1. If you do get power on the blue wire while neither the brake pedal is pushed or the manual override is engaged then you have a short within your brake controller and it will need to be replaced for which we have the Tekonsha Primus IQ Trailer Brake Controller part # TK90160. I like the Primus IQ because it is reliable and even comes with a lifetime warranty if anything were to happen.
Please be sure to check the pins on your 7-way to make sure there is no corrosion.
