Can I flat tow and use a scooter carrier for a 225# scooter

A scooter carrier is a bit heavy but we do have dual hitch adapters like the Roadmaster part # RM-077-6 which have a tongue weight capacity of 400 lbs and is designed for flat towing a vehicle and carrying an accessory above it.
