There is a cargo carrier you can use on an RV but it is recommended it be one with a completely solid shank as opposed to one which folds and tilts; the reason for that is the amount of movement at the rear of an RV will be much greater than the back of a passenger vehicle and a solid shank will give your carrier the added stability to handle that much movement.

The cargo carrier I recommend is the Curt Cargo Carrier # C18152 because like the etrailer.com Cargo Carrier it measures 60" wide x 24" deep to give you plenty of room to carry your gear, a 500 lb weight capacity to transport even heavy cargo, and a 2-1/2" rise in the shank for ground clearance. To mount it to your hitch you can use Pin and Clip # PC3 or to protect your investment you can lock it to your hitch with Trailer Hitch Receiver Lock # e98880.

I also recommend checking out the Curt Cargo Bag for Hitch Mounted Cargo Carrier # C18211 because it is waterproof to keep all your gear dry and has straps that will allow it to easily and safely attach to your cargo carrier. You may also be interested in the Cam Buckle Tie-Down Straps # IMF12637 and Curt Stretchable Cargo Net # C18200 if you have gear you don't need to keep out of the elements.

I have added links to some video reviews for you to check out as well.
